Certified Repaired Hard disk Scam ??

Question

I purchased a hard disk from Sachdeva computer, It was in a wrapper, it was not sealed. I thought it comes like that. After few years it started giving noise and computer stops booting. Sometimes it starts and sometimes not. I removed the hard disk from computer and checked that it is a Certified Repaired Hard Disk.. Why repaired hard disk are sold? It is a scam to sell repaired hard disk in the amount of a fresh hard disk..
